Default need to enlarge basement ext door in 100 yr old house

The existing exterior door into our basement is 28" wide. We are looking at turning the basement into a MIL apt but the door is an issue. The foundation walls are made from small stone concrete (some of the stones will break free if power washed or hit hard enough).

Question: Can I have the foundation walls cut to accommodate a 36" door without risking the integrity of the foundation?
