Partially cold wall
 

We have a wall in our bedroom which is only partially cold. The top half is normal to the touch but the bottom half is very cold. This is an exterior wall. One of 3. The other 2 also seem normal. Would anyone know what's up with that?

Perhaps a repair was done and the insulation wasn't installed or if you have a water problem in the wall. Wet insulation will be like no insulation. I would cut a hole near the floor so I could get my hand in there.
