Take it down. Air seal all holes from wiring/plumbing in the floor above. Foam board air seal the rim joist before drywall, these will help stop the stack effect and the cold walls on the floor above. http://www.buildingscience.com/documents/information-sheets/critical-seal-spray-foam-at-rim-joist/
