Paint not sticking to ceiling

I need to paint the ceiling in my bathroom once a year. The paint keeps peeling off. I have sanded it down, used Gripper, and primer over the years in my attempts to get a good bond for the paint. Since oil base paint is no longer available, what else can I use in a humid environment?

I would be more concerned about the moisture and the potential damage it may cause. Do you, or have you considered either adding or upgrading the exhaust fan in there?

This would be your first step.

The humidity id penetrating the paint. You need to vent it.

When running an exhaust fan after showering you need to let it run for 15 minutes to get the bulk of the moisture out.

Is it all painted or do you also have wallpaper?

Is there proper ventilation in the bathroom? If not I would address that first.

As far as to fix your problem, I would first do a moisture meter reading to see what the surface is truely like, if that checked out I would scrape and sand all the failing paint, from there if you can not get an oil primer in your area I would use 123 and fix and fix any flaws in the drywall such as failing tape or nail pops, spot prime the repairs with the 123 and then scuff sand the primer and top coat.
