Default Remove paint builup from around old fixture

I removed two track lights from my kitchen ceiling. The ceiling had been painted twice without removing the track lights. As a result, there is a small ridge of paint outlining where the fixture used to be.

The ceiling has knock down texture.

Is there any way to remove this ridge of paint without damaging the texture?

The only thing I can think of is to gently/carefully cut it off with a razor knife. Maybe gently sand the ridge. Would be tedious.

Spot prime and/or paint the areas under the lights a couple times to build that area up.
