Default Baseboards over carpet

I'm getting ready to install baseboards in a bedroom. Should I install them down to the floor or leave a space for the carpet? I figured I would use a shim maybe 1/4" or 3/8" as I'm installing them but wanted the professional opinion. So what say you?

Take a piece of scrap base and use that to space it up from the subfloor. DO NOT place it right against the subfloor. You need space for the carpet, at least 1/4".
