Default Vinyl Floor in basement?

I am trying to redo my basement and I want to find out if it's a bad idea to install vinyl floor on UNEVEN cement? Or is there a way to prep the uneven cement so I can put in vinyl floor? And in the state of Ohio, could anyone tell me how much I should expect to pay a contractor to install the floor for a basement size of about 20x15?

Rental stores have a machine that can grind the concrete smooth. It takes a lot of time and patience but is cheaper than breaking out the old floor and placing a new one.
Floorcovering stores would be happy to give you a free estimate of the cost for the vinyl.
