Aesthetic Repairs to Concrete Curb

Can anyone recommend an aesthetic repair to the concrete foundation curb shown in the photo, such as smoothed mortar?

Personally, I don't see and issue with this.

Mortar won't cut it--has a nasty tendency to spall and break up when applied between 2 surfaces that aren't moving in unison.
