What's the best most inexpensive way to cover inside block walls so it don't look like blocks

A rolled-on coat of textured paint would be inexpensive, but it won't cover the mortar joints. If you want to cover those, you need to apply a good coating of stucco to everything, using a trowel and rubber float. Comes in colors, too.

The best appraoch to hide the joints is start with a good mason and have the joints cut flush, so the can be hidden by a heavy coat of some sort of "masonry" paint, or better, use two coats of Thoroseal and then apply any king of coating you wish because it is not a paint, but a cement based coating that actually becomes part of the wall (not like DryLok, that is a ""paint").

If you already have the wall, just go with a stucco finish.

Is it bare unpainted block?
If not the best way is to add 3/4 X 4 strapping every 16" that's Tap Coned to the wall add 3/4" blue foam between the strapping then go over the whole thing with drywall. The only draw back is all the window and door trim will have to be redone with jam extentions and new trim. The good part is there now will be a smooth wall and more insulation so the house will cost less to heat and cool.
If it's unpainted block you can use Dri Loc and apply it with a roofing brush and just slop it on thick. It's going to take at least two coats, the thrid coat you use the brush then go ove it with a 14" wide drywall knife to smooth it out. When done it should almost look like drywall, and the wall will be water proof.
