Concrete Drive Repairs at Expansion Joints
Will quick set hydraulic cement or Portland cement tooled into small gaps next to expansion joints bond adequately to the substrate without breaking off (see attached photo)?

No. Will break off and spall out in short order. Rigid materials don't like that term "expansion."
