Do concrete sealers(those that are suppose to restore the cement) work?

Tony, yes concrete sealers will work when used exactly according to their instructions. Remember, the preperation is much more important than the application in this case. If we're talking about a porch floor or other flat concrete outdoors where salt has been used I would recommend complete replacement. Once the salt gets into the concrete the chemical destruction will continue no matter what you put on it.
