Default Questions re: Waterproofing basement floor

Hello,

I've actually got a lower level condo that I rent. I want to seal the concrete floor with something b/c it does have a tendency to collect moisture on wet days. A small portion of it I want to later cover w/ceramic tile, and the rest carpet. Can you suggest some reasonably priced products for sealing the floor as well as some "gotcha's" I may want to consider?
