Are you thinking about buying this money pit?
Condos are often built by developers that go to the lowest bidder to get the job done. Those developers are routinely "bottom line kinda guys" that want nothing more than to maximize their income and profits. Looks as if some shortcuts may have been taken when it came to soil compaction and slab thickness. Since garages with condos are constructed at the same time the condos are built you can bet your bottom dollar the condo also has serious issues.
I'd take a couple of steps back.
