What causes these cracks is it mean there was a water problem in the past ?

Clay soil. No issues yet, It always looks like that when it gets dried out.
I would install a plastic 6 mill vapor retardent on that surface. In case the water or vapor shows up at another time.
And always monitor what is happening down there, if it starts to get wet, it gets expensive to fix later on.
