I would make a suggestion to call your landlord, explain the situation and ask them to set the thermostat at a comfortable level. I would refrain from trying to do any unauthorized wiring without first getting their permission.

i have already contacted him multiple tmes, but all he does is sneak into the upstairs apartment and put it to a level HE believes would be comfortable, hes a real "richard". so yeah. bck to my question... is it possible to control the furnace from my aprtment?

If the furnace is downstairs and you have access to it then yes, you can wire in your own thermostat while the other tenants are away. You'll want to disconnect it when they return or let them know that you will be controlling the temps from now on.
