Default Paneling Repair

I recently purchased a place where the walls are painted paneling. One problem that appeared is a delamination of the interior surface. The second problem that has become apparent is a bleed through of the what appears to be some of the orginal stain into the paint. Thus I am going to seal the walls b/f I repaint as I don't this this was previously done.

I would however like to know if there is anyone out there who has repaired delaminating paneling and if so what glues were used and what methodology was employed to compress the layers during the gluing process.

Welcome TGLanton:
It is very near impossible to re-glue delaminated paneling. If you get one layer stuck down another layer may break loose right away.
I recommend removing the paneling and going with gypsum wallboard (sheet-rock, dry-wall); it is much more durable, easier to repair and has endless possibilities for painting or wall papering.
