Default Re-enameling old tub.

Hi Everyone,
I just moved into a 50-yr old home and one problem my wife and I are encountering is that both tubs are lacking their enamel. I suppose it has simply worn of these past years. The issue is that even the water stains it, we had a backup a while ago and there's still some pretty gross stains on it. We've scrubbed and scratched and bleached, but the stains are in there too good - i'm guessing because the enamel is gone.

is there anything I can do to get rid of these stains?
How about re-enameling the tub?

The house is actually a parsonage, so I have a board of trustees to deal with it - i would simply like to come to them with the problem having as much info as possible

One of our members recently mentioned the kit that is available at Lowes. They thought it was a pretty good remedy.
