Can I tap into the venting from the septic going through the roof with a "Y" from the ceiling vent?

Just looking to not cut another hole in the roof.

Are you wanting to connect a bathroom exhaust fan to the plumbing soil stack? If this is what you are wanting, the answer is no. Sewer gas will enter the room. If you want to vent an exhaust fan, buy a roof vent with a damper, they are fairly easy to install.
