Well folks the truth is .....
Home inspectors are generalists. We go in as the first line of trouble shooters and then recommend who or what, should be done next. We can only report on what can be seen due to furniture, stored items, is the power and water on.Rabadger makes a good point.Professional trades persons are just that,(usually)professionals. They have years of experience that you can only get by putting in the time.Home inspectors in my area are licenced professionals who pass tests and complete on-going educational requirements and an internship to get that licence. That does not mean that we cannnot answer questions in regard to things we do not take apart. So in short to answer your question, yes your foundation is moving if you have been monitoring it and you should hire a licenced structural enginner to solve this problem. Some things you did not mention are, water issues or are you in an earthquake zone.
Hope this helps,
Always learning,
The inspector

In my experience home inspectors use alot of CYA. They will have a basic knowledge of what it what and if they "think" there may be a problem they have to refer you to a professional in that field. While I think they are a good investment for a home buyer alot of repeorts I've seen go like this...
Roof seems to be in good order, consult a professional.
Electrical appears to be intact and in good condition, some covers missing, suggest replacing covers, consult a professional. and so on... consult a professional.... Again I think they offer a valuable service but most people don't realize that they can only suggest, they can't repair. Also... they can't say the "M" word.
