Broken CFL spotlight
 

The CFL spotlight bulbs have two parts to the lighting element one is the familiar "curley-cue" element typical to cfls and this element is encased in a second more familiar spotlight shaped container. Is there mercury in this second spotlight shaped section as well?

I don't think so. It is only in the actual lighting part of the bulb.

The other part you referring to is the ballast & there is no mercury content there.
