A two pole breaker is considered one breaker.
The poster indicated that only one breaker killed power to the circuit.
That one breaker may have been a two pole breaker.
120V from each leg, 240V between the legs.

OK I never considered calling a breaker with two handles, even tied together, a single breaker. Plus I was misreading 'single breaker' for 'single pole breaker'
