Default Service Panel Circuits

I am shopping for a new service panel. Some panels indicate they are sized in two numbers 16/32 for example. I assume this means up to 16 double pole breakers or 32 single pole breakers. Some just have one number say 26 branches or 26 poles. I am trying to understand the significance of the difference when only one number is used. Do the single number models only take single pole breakers ? Is a 26 branch circuit box the same as a 13/26 ? Any help appreciated.

It may be a brand thing, calling one by different numbers but your logic sounds good. I personally will not use anything but Square D because of outstanding experience with their breakers.
