Probably not, unless those floor joist are tied into the outer walls very well. Typically

If it's the Main feed from the street, you should probably have PG&E or whoever your local
utility company do it. The Main feed can only be shut off by them and you probably shouldn't

Usually this happens from the house settling, put a level all around..Look for screws in the
door frame, if your lucky they used em and you might be able to tighten up all around,

In CA it only needs to go through conduit if the wiring is ran through the exterior of the
