This is cultured marble unit, very common since the 70's. Some bathtub refinishers will still

If none of those things work, use a scotch-brite pad. We use the rust colored ones, but they
are the most abrasive. Start rubbing lightly, with water, only on the rust spots, then rub

Yes, that is a steel tub in the pic. This repair is not recommended for a do-it-yourselfer.
But, a good bathtub repair tech can repair that (but he has to be really good). We were
refinishers/repairer...
