  I live in western Pennsylvania. (Stockdale,pa) they replaced all of the old gas lines by my
  house a few weeks ago and they did alot of digging. i dunno if this has anything to do with it
  or not...

  I have the same problem. last week i noticed my basement is flooded with about an inch or two
  of water in one room. the water has a thick blue oil all in it. I have no idea where its coming
  from!
