Terry's first thought was right, you will never be able to plug all places like that and the
house wrap behind the siding should stop bugs.That is if the installer put the siding on right.

Can you call your local building code dept and ask them? Then maybe that leads into the
conversation that you've been waiting for your inspector and haven't heard anything....... Be
polite. Don't piss...
