I have a toilet that DOUBLE FLUSHES before the flapper drops. No one I've spoken to can explain it. Any ideas?

I'd take off the flapper and clean it well. Sometimes there is water deposit build up such as calcium, lime, etc. Also, clean the where the flapper attaches and where it closes. Seems like you have a gunky flapper. Tell that to
your significant other!
