The wood being dry is a good thing and not the cause of them sticking.
Look on the sides where the edges of the windows are....

Get rid of that old style valve and replace with a new Fluid Master valve.
Any box store, hardware, even Wal-Mart will have them.
About a 1/2 hour fix and a $10.00 part.

That jamb needs a bunch of work before worrying about that seal.
It was shimmed wrong and the jamb may be twisted causing all the gouges on the latch plate.
It needs to be sanded to get rid of all...

It's not approved for use under linoleum.
It causes glues to release, staining, and has voids.
It should have been 1/4 underlayment rated plywood.
