I think Nestor's solution is the best only i'd recommend that you also seal the masonry surface first.
The reason is that brick is very porous and the one thing you don't want is liquid moisture...

Compromised Wood?
Nestor's technique is fine unless the wood has been compromised (beginning to soften and rot) from the excessive moisture. Since you've already painted this with a latex, it's a wait and see...
