I dont think it looks bad at all, add a couple ceiling fans some furniture and some plants and your good to go, maybe add some recesed lighting or even a wood or stone flooring.

just tear off the ply-wood throw down some cedar or redwood and re-build the rail,
this is a fairly simple job and I bet...
