OK, I figure I can remove the popcorn ceiling in my home, its new so I figure just spray with water and scrape. Once removed what is the best way to replace the popcorn with a smooth flat ceiling. ...

You will still have to do the finish work once...
You will still have to do the finish work once you install the new drywall. I would think removing the popcorn ceiling would be easier than putting up drywall, taping, sanding and then painting. ...
