You can certainly use joint compound but will have to apply at least two coats..good luck!

wanna improve kitchen cabinets, is painting an option?

Looking at those cabinets, painting is an option and will improve the look of the cabinets drastically. They do require some expertise and will look better if sprayed. Hire a pro to be safe.

What's the difference?

Interior and exterior paint have different properties where Interior paints are formulated to resist scrubbing, staining and cleaning, and exterior paints are formulated to prevent fading and mildew.

Painting over dark red paint

I would wipe the walls down, apply a coat of zinsser 123 water-based primer and 2 coats of quality paint and you should be fine.

Painting over red semigloss

Wipe walls first, then apply two coats of paint. There is no need to apply primer.
