What is falling from my bedroom ceiling?

I live in a condominium and I noticed this just this morning. At first I thought it was just dust so i vacuumed it up, a few minutes later i saw it again. I then saw there is a small hole in the ceiling and I stood on a chair to take a closer look and realized it is falling from there.

Here are pics. Is there something eating at the structure in the ceiling?

Some chemical or animal or insect or liquid is disintegrating this material or maybe this is how it normally behaves at the end of its life.
 
I have a similar problem, except I know it is insulation.
There are some kinds of insulation that could be toxic, I am wondering how long I have to leave the room sitting before any toxic agents have settled so I can clean it up (the room is vacant). And I am planning to clean it with disposable wet cleaning pads, is this the best method? (The house is a tear down eventually, nice clean and sturdy for me and mine until we are done with it after a few decades or so).
I am not familiar with these forums, do you piggyback on similar posts or post your own?
