How do I waterproof outside steps?

A cupboard ceiling underneath the front steps gets rainwater whenever it rains. The steps are concrete. Is there some way of treating/ painting the steps to stop the water.
 
I don't quite get what you're talking about, but it does sound like it's something besides the steps,
 
Do a google search for concrete sealers, there are many, perhaps you can find one that will help.
 
It sounds like there's more going on if the concrete is allowing that much water in, such as surface runoff leaking between the house and concrete. Unless it's intentionally-made permeable concrete, with large voids and no sand between the coarse aggregate, typical residential concrete is not normally very permeable. Does it have an abnormal amount of cracking or large voids visible on the surface?
