Shower has no water pressure

I recenetly gutted my bathroom and moved my tub. The house had no plumming. I re-installed pex pluming in a standard trunk and branch configuration. All other fixtures seem to be performing as designed. But the shower and tub faucet only get a trickle of water when the handle is turned to one position...

Only thing I can think of is becasue I do not have the hot water heater filled and turned on[no gas in the house yet]... Could this do something? I would assume the shower would work fine and have good pressure in the cold water setting...

It's not going to work until the hot is on. The anti scald valve needs pressure on both sides before it opens.
 
ahh thanks so much. I was getting worried becasue I didnt try it first, and now I am done with the tile and everything and didnt want to have to open the wall back up.
