I live within a literal stone's throw from a forest in a subdivision. We do have black bears that occasionally roam through the neighbourhood. I want to have a compost bin in my backyard.

Can I do this without attracting bears?
 
Probably not. You'll have to build the bin extra heavy duty.
 
You might be OK if you don't put any food stuff in it. Only put yard waste in the compost.
 
For food waste you might try vermicomposting (with worms). http://www.wormwigwam.com/ This can be done in your garage or basement with a simple bin made out of a couple of plastic totes. The inner one has holes in for ventilation and drainage, the other one is solid to contain any drainage and stray worms. Just make sure you use red wigglers and not common earthworms.
