Another structural question from a newbie!

Hello to all, new guy here with a BIG problem.
Constructing a new deck on the rear of my home in Phila., Pa
And the code here in Philly calls for 3- 2x12's bolted to 6' x 6' posts for the front beam.
The deck will be 17' X 12'. However I have a sloping driveway (down towards house).
And the code requires 6' clearance from the bottom of the 2x12's to the concrete below.
With the posts being 10' out from the rear of house. Well, by doing this, I will only have
5'-5" to the concrete, so, it will not pass code.
My question is, would a 4" x 4" steel tube beam suffice to carry the load of the 3-2x12's?
Which would be a 14 foot span between the 2 posts, or would I need a 3rd post?
Any and all answers, or further suggestions would be greatly appreciated, as I have purchased over $2,600 worth of #1 Cedar, and am now at a dead standstill because of these required 2 x 12's. Thanks Much, TJ
