Concrete subfloor?

Ok I'm a complete newb at anything remodeling related and I'm trying to help a relative with a rather run down piece of property. So we ripped out the nasty carpet and under it was beat up vinyl floor tile, and under that seems to be beat up concrete. So I guess my question is how do I prep the concrete to install anything over it?
 
If there's no major cracks or missing areas then the fastest cheapest way is to go over it with something like Allour strip flooring. Home Depot sells it. It comes looking like tile or hardwood flooring. I can lay a 12 X 12 area in an hour by myself with nothing more then a pair of HD tin snips.
