ok I have a properly wired switched receptacle which also works the overhead light. This light switch also works the top of a receptacle but the bottom of the same receptacle has no power at all. any suggestions?
 
It's not properly wired as you stated.
Is the bottom supposed to be switched also or always hot?
Tell us how the receptacle is wired.
 
replace the receptacle with one that still has the tab/bridge for the hot side, intact.

If the bottom was wired for always hot then it has another feed than the switch, if he just replaces the outlet then he would be back feeding the other wired when the switch is on. NOT a good idea, need to find out just how the current setup is wired!
 
It is possible he broke the tab on both side instead of just on the hot(gold) side. We need to know the answers to the questions.
 
but if the bottom is not wired for hot .....
we do need more info/history to be of help
