Hi

I have a question and wonder if someone could advise.

Looks like some paint is breaking off along the corner of the staircase… What should I do to fix it?

I applied some white silicone II caulk in a small area and it looks ok…

Thats the right idea but you want to use paintable caulk.

Is paintable caulk for the future in case I want to re-paint the whole thing?

Right now the caulk has the same color as the rest of the paint...

Paul chalk changes colour over time and paint does not stick to silicone. Use a Dap paintable product instead.
 
You now going to have to remove all that caulking, scrape off all that old cracked paint with a trianguler scraper.
Push on the skirt and see if it moves when pushed toward the wall. If it does any new caulking will just crack. your going to have to find where the wall studs are and add some nails or better yet some screws with counter sink heads so the holes can be pluged with wood plugs.

I would use Alex 230 caulking, Long lasting and is paintable.
Then prim and paint the area.
