Deteriorating Basement wood

The wood slats between the sub floors and joices in the basement are deteriorating. The wood is actually peeling and when the peeled wood is remove the remaining wood underneath is solid. As you can see from the images there is material on the wood surface some is white, some green, and some black stain. I checked for termites and carpenter ants and was told no. Is this some type of mold? The basement is cold and damp in the winter and moisture has come through the cinderblock but I washed and painted over that.

Now that's funny, you googled the site for AAA...my bug guy, who I helped to build his website content.
Good advice.:D
The pealing wood is just old bark from the tree. The mold needs to be removed...by getting rid of the moisture first.
