broken toilet flange

as you can see from the pic,my cast iron toilet flange is broken. hope it's not bonded in some way to the concrete which I'm suspecting since the holes where the screws should be are empty.my question is whether another CI flange should go in or just a cheaper PVC one from HD? also are regular old "tapcons" good for attaching it? how sturdy does it need to be?

You can also buy a steel repair flange which goes over the old one and screws to the floor. A few Tapcon screws into the concrete and set the toilet as usual. The downside of these are that they will rust away eventually; you'll get at least 4-5 years though and replacement is just as easy then. Tapcons are my go-to screw for all flanges now no matter the floor material as they are quite corrosion resistant compared to anything but stainless steel.

put a wax ring over the old flange, then the brass flange
screw it down, clean off all excess wax,
then a new wax ring , then set the toilet
