Moving Breaker box from Basement...?

Little history on this project..
I moved a 56 by 26 4 bedroom single story off a half basement half crawl. I have it on my property on 5 foot of cribbing to keep it up out of the way while I build a PWF (Permanent Wood Foundation) under it.
I will be changing one room into the utility room for the water heater/Furnace/ and the new breaker box.
My question is, what is the best way to make this move, just a junction box in the Crawl then run wires over to the new wall in the utility room as extensions? Or is there any other way?
Also I have seen plastic boxes that I could drill the holes needed to except all wires coming and going. I am not sure if there is or if I need a meddle box instead of the plastic electrical junction box.
Any tips are welcome here. I do have experience with electrical but never moved a breaker box. Thanks in advance.
