Our cabinets seem to be some particle board with a plastic coat to it. Is it possible to remove that plastic coat and re-do it, or do I just need to replace everything.
The coat is starting to chip and looks bad...how can I repair this to make them look good again?

What you have is commonly refer to plastic laminates, the lamination process require high pressure and heat so its pretty hard to redo it on your own. If you don't want to replace the whole unit, you can replace just the doors and screw a new sheet of 1/2 finished wood (or new plastic laminate) to the outside of the cabinet to cover up the old cabinet.
