will vinyl tile stick over ceramic

I was just wondering. my bathroom had a serious leak under the floor and the plumber had to break up the ceramic tile to get to the leak. he cemented over it, but the rest of the floor is still tile (he dug up a huge part of the floor though) can I just vinyl tile over the whole mess? will the vinyl tile stick to the rest of the ceramic tile and the concrete? or do I have to put something on the whole floor first?
 
It will stick but it will also conform to the shape of the tile. better to go down to a smooth surface.
You can install a subfloor by placing a sheet of plywood over the rough surface then installing any flooring you like. This will raise your floor so watch for other obstructions like door clearance or unevern threshhold etc.
