The tool they were using must have been insulated at the handles/non metallic, or he was wearing some serious gloves. They are both very lucky.

I'm still trying to understand what they where supposed to be doing. There's so much junk piled around there they could barely get to the work space, let alone jack hammer a hole in the floor. Looks suspicious to me as a setup. Should have been large blue arc not a big smokey orange flame.
