I found a few loose shingles. Please see the video (sorry for shaking). Should I call a roofer or try to find an insured handyman? What would be the approximate cost? I have unused extra shingles.

Either or, it's not so much their ability, as the location.
 
Looks like a 1/2 hour fix why not do it yourself.
A flat bar and and hammer is all that's needed.
 
If it's the second layer of roofing, you may not get a visible leak for a while, but the flashing around your vent pipes may also need repair.

I'm putting in sleeve anchors in the masonry to stabilize a ladder with cables/ropes, and strapping myself to the ladder with a body harness, for my gutter cleaning tasks.
But my roof is only about a 3 in 12 slope. I can't imagine working on a 12:12 slope.
