The switch controls two circuits. The first one is looks like straight power and it works with the switch. The second one is always and not dependent on the switch. Does this mean its bad? I am thinking the second pair controls the brake and should be the reverse of the of first pair. Any help will be appreciated.

Does the saw hum like it is trying to turn and the brake isn’t letting it.
 
You should be able to access a PDF of the tool, or post the model# so we can.
