Capping Outdoor Sanitary Sewer Line

My downspouts were formerly connected to the sanitary sewer. Now there is an open cast iron pipe that leads to the sanitary sewer. I plan to raise the level of the surrounding ground to grade runoff away from the house.

Can I cap the old sanitary sewer line if it will be below grade? Or should I install an extension? The line currently smells.
 
Mine are capped at grade level so I can run the lawnmower over them. At my brothers in PA it has a vented cap. Not sure why, might be to allow a backup to run out on the yard instead of into the house. I have a check valve.
