Owner painted walls there are drips of paint so yes owner would like to take out. Paint thiner smell makes me sick.
 
You could try a plastic scraper, they make plastic spatulas for drywall filler. Paint thinner would be used only with oil based paint and wouldn't help with dry paint.
 
If the has a good poly urathane finish to it, you can try this. . . .
Get some 0000 extra fine steel wool. Dampen a small corner of the steel wool pad with a high grade furniture cleaner like "Scotts Liquid Gold" or similar. Im talking good stuff, not pledge or basic furniture polish. Or you can use a lemon oil furniture cleaner. Anyway, dampen a small corner of the steel wool with the cleaner and rub into the paint spatter on the wood floor.

Do it in a small test area first, I think you will see the splatter will rub right off. The extra fine steel wool will not harm the finish of the floor.
